## Overview

Lithuania is consistently the most affordable EU destination for international students: tuition starts from €1,500 a year at some state universities, and living costs in Vilnius run €600–800 a month including rent, food, and transport. That budget profile is rare in the EU and makes Lithuania the default practical choice for students who need European accreditation without European price tags — the diploma is recognised equally across all 27 member states.
Vilnius has transformed over the past decade into one of Central Europe's leading fintech and IT hubs. Revolut's European headquarters, Western Union, Wix, and dozens of blockchain and fintech companies operate here. Computer science, data science, and business programmes at Vilnius University, KTU, and ISM attract students specifically because of this industry proximity — internship opportunities tend to materialise faster than in larger, more competitive markets.
The LAMA BPO admissions system (for some programmes) and e-studies portal give the Lithuanian application process a predictable structure. English-taught programmes are available across all major disciplines. As a NATO and EU member with full Schengen access, Lithuania provides the same legal certainty as any Western European destination — the difference is in cost, atmosphere, and the pace of a city that still has room to grow.

## Strengths

- Vilnius University is one of the oldest universities in Northern Europe.
- Growing English-taught provision especially in technology and business.
- Schengen EU entity with predictable student-visa procedure.

## Cautions

- English-taught bachelor range is narrower than Western European destinations.
- LAMIS admissions portal timing should be checked early for each programme.

## Student work rights

- **Hours per week:** up to 20 hours/week during term
- **During holidays:** Full-time during university holidays
- **Separate work permit required:** no
- **Legal basis:** Lithuanian Law on Legal Status of Aliens — student temporary residence permit
- **Note:** Work rights are included in the student residence permit — no separate work permit required.

## Self-employment on a student permit

- **Self-employment on the student permit:** not allowed
- **Separate permit or different residence title required:** yes
- **Counts against the employment limit:** not applicable
- **Legal basis:** Įstatymas dėl užsieniečių teisinės padėties, 45 str. 1 d. · 46 str. 6 d. (red. XV-945, 2026-05-14)
- **Norm last read:** 2026-09-03
- **Summary:** During studies there is no route at all: Article 45(1) of the Law on the Legal Status of Aliens is a closed list of grounds, and neither individual activity (individuali veikla) nor a business certificate (verslo liudijimas) appears in it. Employment itself is capped at 20 hours a week for the first two years of study and uncapped afterwards (Art. 46(6)).
- **After graduation:** Article 49⁴ gives graduates a 12-month permit to look for work or start a business — the first point at which self-employment becomes legal.
