What works on this route

  • PPA (Police and Border Guard Board) applies heightened background checks for Russian citizens — full documentation required, no gaps.
  • Documents from Russia submitted to Harno ENIC-NARIC must be apostilled (mandatory since 19.03.2025). Apostilled notarised copies alone are not accepted.
  • SWIFT fully blocked: Estonian tuition and financial proof must go via Armenia/Georgia/Turkey account.
  • Estonia is a NATO member and security checks for Russian citizens are thorough.

After visa: settling in

  1. 1Collect your residence-permit card and register your place of residence in the Population Register (rahvastikuregister) at the local government within ~1 month of arrival.
  2. 2Book a university dorm (TalTech, University of Tartu) on acceptance — they're affordable but limited; Tallinn private rental tightens at term start.
  3. 3Estonia runs on digital ID: with the residence card, opening a bank account (LHV, Swedbank) and signing contracts online is fast.
  4. 4Keep continuous health insurance — it's a condition of the residence permit, and matriculation expects proof.
