Overview
Estonian Government Scholarships, run by the Education and Youth Board (Harno), support international students at bachelor's, master's and doctoral level: €350/month for bachelor's and master's studies and €660/month for doctoral studies in 2026/2027.
Access runs off a fixed list of partner countries published for each round — a country is either on it or it isn't; there is no regional catch-all.
Who can apply
- Only citizens of the countries on Harno's 2026/2027 list may apply. Of the origins we cover that means Ukraine, Kazakhstan and Azerbaijan — Uzbekistan and Kyrgyzstan are not on the list, despite the scheme often being described as covering Central Asia.
- Harno states that applications from citizens of the Russian Federation and Belarus will not be accepted in the 2026/2027 round.
- Bachelor's, master's and doctoral study (the doctoral rate is higher: €660/month vs €350/month).
- The University of Tartu also awards its own UT Merit Scholarship during admission, separately from this scheme.
How to apply

Check the current call and the country list at harno.ee first — if your citizenship is not on it, this scheme is closed to you and no appeal changes that. If it is, apply to an Estonian bachelor's, master's or doctoral programme and to the scholarship by the annual deadline.

Note Estonia issues student visas via Latvia in several countries — confirm the channel early.
