- Visa logistics: resident Latvian embassy in Baku — submit at VFS Global Baku (~46 AZN with biometrics). No third-country routing needed, unlike NL.
- AIC recognition required (€50–100, 2–4 weeks).
- Latvian State Scholarships (VIAA) list Azerbaijan as eligible (Group I, bilateral-agreement countries) for 2026/2027 — €500/month (Bachelor's), €600/month (Master's), call 1 Feb–1 Apr at viaa.gov.lv.

After visa: settling in
- 1Collect your residence-permit card from OCMA (PMLP) after arrival and keep your declared address current.
- 2University dorms (RTU, University of Latvia) are cheap; Riga private rental is moderate — arrange it before you land rather than from a hostel.
- 3Open a bank account (Swedbank, SEB) with the residence card and address registration.
