What works on this route

  • Third-country MVV: the Netherlands issues no MVV in Azerbaijan (France only covers Dutch short-stay in Baku) — plan to collect the MVV at a Dutch mission in another country within the ~3-month window after IND approval. Confirm the exact collection point with the relevant Dutch mission early.
  • The university runs the TEV procedure with IND on your behalf — financial proof and admission go through the institution; Azerbaijani bank statements are accepted (AZN not sanctioned).
  • Holland Scholarship: €5,000 one-time grant for non-EEA students — check per university whether Azerbaijani applicants are in scope.
  • MVV financial proof: pay tuition / show funds to the university account early; the TEV clock starts only after that.

After visa: settling in

  1. 1Register with the municipality (gemeente) to get your BSN (citizen service number) — needed for a bank account, insurance, a job and a phone contract.
  2. 2Lock down housing BEFORE you fly: the Amsterdam / Utrecht / Delft / Eindhoven shortage is severe. Never transfer a deposit for a room you haven't seen via a verified party — sight-unseen rental scams are common.
  3. 3Use the official student-housing providers (DUWO, SSH) — register on their waitlists months ahead, not on arrival.
  4. 4Open a Dutch bank account once you have a BSN and address (most webshops and rent payments expect iDEAL / a local IBAN).
  5. 5If you take a side job alongside study you must switch to Dutch basic health insurance (basisverzekering); a pure full-time student keeps international/travel cover instead.
